百度在今年两会的部长通道上，时任文化部部长雒树刚就保护、利用、传承好文化遗产回答了记者提问。

A number of users have reported issues with the Reply button being occasionally disabled, i. e. not working: here and here.

It does not seem easy to replicate the issue, but here's what "works" for me in like 50% of cases:

Reply (bold blue link) to someone's message; a little text area with a blue frame should show up. If it doesn't, that's the bug.
Refresh the page. Reply working? If it does, try switching between Visual and Source a few times. Refresh the page again.
The button will eventually fail to work. There's going to be a blue frame around the pressed Reply button, but the text area will never show up, the button will not turn gray, and no other Reply buttons will work either.
After refreshing the page again, this usually starts working, though sometimes more than one refresh is needed

I disabled all my gadgets on enwiki and was unable to reproduce the issue following the steps described above.

Only after I enabled XTools, the Reply tool would eventually get stuck.

Closing (Ctrl+W) and unclosing (Ctrl+T) the tab seems to be another way to trigger it.

There is an underlying issue with how mw.hook('wikipage.content').fire( … ) works: when multiple producers fire the hook (e.g. in this case, MediaWiki core and the XTools gadget) before a particular consumed can handle it (e.g. in this case, DiscussionTools), only the last producer is handled. This is the expected behavior for mw.hook, but that makes it a poor fit for the 'wikipage.content' hook. This problem is filed here: T360592: wikipage.content mw.hook doesn't reliably send #mw-content-text to handlers registered as early as possible and T394707: Do something about misconceptions of the wikipage.content hook is also related.
